v0.45.0 Release Recap

v0.45.0 is a non-breaking review workflow release that adds explicit retry execution for failed review handoff webhook deliveries.

Compatibility

This release adds opt-in retry execution only. It does not add automatic background retries, change webhook payload shape, or alter existing delivery behavior.

Operator Flow

List unresolved failed handoff deliveries:

Successful retries append a normal delivery receipt. Later retry candidate queries omit the digest and target group once a later success exists.
